The routine starts each time Jane's shortlist for a client is ready, before it goes to the client.

You set it. The default in the prompt is 14 days, and you can change it per client or per type of job.
Does Jane message candidates on her own?
No. Each check is drafted from the recruiter and sent only after the recruiter approves it.
